Tax Free Purchasing Procedures
Customers are advised that in order to be fully compliant with Standing Orders British Army Germany 5203 (SO BA (G), the procedure for obtaining any goods without the payment of German VAT (Mehrwertsteuer) is as follows:
The initial stage of any transaction must involve obtaining an Auftrag form (valid for one month only) from the One Stop Bank Outlet prior to any purchases. The Auftrag is a valuable and accountable document - its loss or misuse could lead to severe financial costs being incurred. This form is obtained by completing a “Request for Tax-free Purchase form” from the Outlet Desk. You will be required to show your ID card, German Bank Card and pay a €4.00 administrative charge for each Auftrag obtained (three per day). The admin charge is refundable if the document has not been used and is returned before it’s expirey date (VALID TO date).
Once in possession of the Auftrag, which is serialised (valid for one transaction only, is not transferable or to be photocopied), personnel may then enter into a transaction with a German supplier. Any bill or invoice raised by a supplier must be dated no earlier than the same day than the date the Auftrag was printed.
It is not permissible to issue an Auftrag retrospectively. All requests for out of sequence procurement will therefore be denied.
The Bank offers two payment methods:
- If the shop you require to use is on the One Stop Shopping List, the customer applies to use the One Stop Facility by filling out a Payment Authority Form at the outlet; the customer enters their German Bank Details which will be checked by the staff. If you wish to use a credit card there is a 4% charge to be added. Once this is completed the staff will issue an Auftrag (Pink, Green or Beige depending which outlet you use) you then use this to the shop of your choice. The Main Office receives the Auftrag and invoice from the company once you have purchased your goods, (can take up to four weeks before we receive bills) once this is received the payment is taken from your bank account and the company is paid by electronic banking. The customer must ensure that sufficient funds are held within their account. But remember the Auftrag will cost €4.00 and you need to purchase this before any transaction takes place.
- The customer can use the Old Style System. The customer needs to obtain from the outlet an old style Auftrag ensuring you know the name of the shop, once this is obtained you can go to the shop select your purchase and leave the goods at the shop, you need to obtain a invoice from the shop and along with the Auftrag take both documents back to the outlet with the payment, the staff will complete various documentation including a cheque for that amount, once that is completed the cheque needs to be signed by the Head Office Staff, you can either bring it yourself to the office in Normandy Barracks or collect it from the outlet the following day. When this is completed you will take back to the shop all the documents we give you and request a receipt to act as a guarantee at which point you will receive your goods. But remember the Auftrag will cost €4.00 and you need to purchase this before any transaction takes place.
Restrictions
Please note the following transactions are not exempt from Mehrwehrsteuer:
- Purchases for an individual who is not on the posted strength of a BFG unit are not permitted.
- Purchases that are not for the exclusive use of an entitled person are not permitted.
- Orders for items with a total value less than € 50 (including tax) are not eligible for tax-free processing. This restriction is imposed because to process transactions below the value of € 50 would be uneconomic.
- Rationed items (whiskey, gin, cigarettes, tobacco and coffee) may only be purchased through NAAFI. This restriction is imposed so as to facilitate the control of the sales of items, which are rationed in accordance with an Agreement by Exchange of Correspondence of 3 August 1959 between British Forces Germany and the Federal Ministry of Finance.
- Purchases of gold, precious stones, coins etc for investment or speculation are not permitted, but purchases of jewellery are permitted.
- Individuals may not take advantage of the tax-free procedure to buy land or buildings, to construct buildings (including alterations, renovations and extensions) or to obtain any goods or services in connection with such purchases or constructions.
- Individuals may not obtain tax-free any goods which would amount to fixtures to buildings, i.e. anything which forms part of the fabric of the building or is permanently fitted to it including, but not limited to heating systems, windows, doors, paint, fitted kitchens or fireplaces.
- Individuals may, however, make tax-free purchases of moveable property incl., but not limited to light fittings, heating oil, white goods and furniture, provided always that the purchase is for the sole use of entitled persons.
- Individuals may not obtain tax-free goods or services connected with their sale of land or buildings.
- Individuals may not make tax-free purchases of any sort intended for use in accommodation other than their principle dwelling in Germany, i.e. their officially recognised address.
Purchases of the following tax-free services are not permitted:
- Services in connection with house purchase/improvements. This includes, but is not limited to, the fees of architects, estate agents or lawyers advising on the house purchase or improvement.
- Vehicle hire
- Services supplied by an agent, such as flights and hotel booking made through a travel agent are not permitted.
- Contracts for hire purchase or credit sales are not eligible for tax-free processing.
- New tax-free motor vehicles (means any vehicle-cars, motor caravans or motorcycles purchased tax-free which has been in use for less than 2 years from initial registration for road use) may only be purchased tax-free through NAAFI.
Useful information
Ikea
Customers are advised that once in possession of an AUFTRAG they should exchange their AUFTRAG for an “Einkaufsschein” at the Information Desk situated in the office equipment area upstairs, prior to filling their trolley. This form is then handed into the checkout desk before departure. Furniture purchases that require delivery are purchased and paid for in exactly the same way as self-collect items, the only difference being that delivery charges (which are not tax exempt) have to be paid to the delivery firm at the time of delivery.
Restaurants and Hotel Accommodation
- The cost of the meal/accommodation must exceed €50.00 including tax
- The meal/accommodation must be consumed by members of the forces, entitled civilian staff and dependants only. Friends and other relations are not entitled to this facility
- The accommodation must be located in Germany. You cannot book accommodation outside of Germany free of tax
- The service must be booked directly with the provider. Third parties (for example travel agents) are not to be used
- An Auftrag is required before using the service
Refusal to provide tax-free service
You are reminded that shops/companies are not required to provide goods/services free from tax. If you have not used an establishment before, ask whether the company will provide the goods tax-free before entering into an agreement. When use of this facility is denied by the shop or service provider please advise this office.
Internet purchases
The process required for conducting purchases over the internet are slightly different to traditional over the counter purchases, in this case please contact our team and we will kindly advise you. Please be advised that MwSt payments cannot be re-claimed on German internet purchases.
Payment for Goods and Services
Payment for all services provided by the One Stop Bank may only be made in Euro. This maybe either in cash or BCTs, customers are able to use their bank and credit cards to pay for tax free purchases. In order to take advantage of credit card payment you must pay a charge of 4 %.
Fuel Coupons
In accordance with SO BA (G) 3213, owners of BFG registered vehicles may buy prepayment fuel coupons which are not transferable against their own BFG Registration Card (BFG Form 73) provided that this is valid in all respects i.e. Road Test, Lighting Check and Insurance etc. Personnel may purchase coupons against their ration, up to three months in arrears plus the current month. Personnel proceeding on leave, which extends into the following month, may also purchase their entitlement for that month in advance with proof from JPA. Outside of block leave periods (summer, Christmas and Easter) personnel will be required to purchase their coupons in person providing proof of identity. If you wish for someone other than your spouse to make the purchase on your behalf then please issue a letter of authority.
Garages do have the right to refuse fuel coupons.
Fuel coupons can only be used for the vehicle registered to that of the BFG FORM 73 and not a second car registered in your procession regardless if it is the same fuel;
